I think (not positive though) it's this, Kanras could tell you exactly what the numbers are:

255 Dex = 2.0 Procs per minute in main hand
127.5 Dex = 1.0 Procs per minute in main hand

255 Dex = 1.0 Procs per minute in off hand
127.5 Dex = 0.5 Procs per minute in off hand

That doesn't seem right. even with 0 dex you can still proc. or should be able to.
