The Runewood Great Staff is pretty baller and you will never surpass the damage cap before you reach a level at which you will no longer be able to melee. It is also good 2HB practice for when you get an OT Hammer =)

OT hammers proccing is not based on 2hb skill.
As to the OP's question, you can "sneak" through the staff of the wheel quest at a really low level. Especially if you have a friend here
