Iunno, it's kinda random. Had it happen like 1/10 dwarves maybe. It seems like they do it until they'd change direction again, kinda fixes itself after a while rather than having to wait for them to hit into something solid.
Seen it more commonly on Guards Clendin and Dunil, the ones next to the banners entering the docks fort. EDIT: Update info 11pm news: Caused apparently by npc being stunned mid-turn!
