Qeynos isn't that bad a place to start. All the newb zones are kinda dead at the moment, depending on time of day and day of week with the low pop. I rolled a couple alts in Greater Faydark and had the same issues finding groups. Even East Commons can be tough for low-level groups. The gnoll fangs in Qeynos area are pretty solid exp from what I hear though, so it might be worth sticking it out there until 10 or so before moving to someplace like NRo or Oasis for groups.
As far as leveling groups, Full Circle is a leveling guild that has a pretty solid player base from what I've seen, so you may want to look into that in their guild forum.
