Think about it...everytime the server restarts all the dragons/gods repop....so, how long do you think it would be before a random jackass starts crashing zones and the server just to get more phat lewt? On off hours? When few people are around?
No thanks. While on some levels I might agree with you, it is a classic feature....it's a terrible, horrible idea. Bad dog, no biscuit....and no repop on restart, ever. This is the best solution that requires the least policing for us as the development team. Fix more content/bugs, or police douche bags more? ....we'll take fixing more content for 200 Alex.

What if you have two raid force, and first raid force has 15+ but the second raid force has more then 15 in zone but half are AFK or something, can the second raid force still recall even tho they dont have 15 present awake people on?
Could we recall the recaller in other words before it is legit recall?

It goes like this: 1) Mob spawns 2) 2nd guild calls roll call on first 3) 1st guild passes or fails roll call. If passed - they get the mob. If failed, 2nd guild must also answer roll call and meet the minimum 15 requirement. If not, nothing happens. The second guild has the advantage of an extra minute in which people that were afk will have possibly received a batphone to get in game. Slim chance but it's better than the 1st guild's chances.
