most people that say they won't don't know why they would. When they find out why binding in PoM is a good thing, they probably will.
I'm curious if this means that there is a possibility that p99 will make it impossible to bind in PoM or if there will be a binding NPC in PoM due to the fact that one guild may have a huge hold on lockets.

One guild should have a majority. Supposedly, when they were camped they were going to stay in the guild. I find it hard to believe that all the ones out there in the hands of others dropped in the few additional days after the camp was lost.
