Bump. Was wondering what happened to ol' Shilster, remember doing gold turn ins to him early into server.

I think Guard Shilster arrived with the Investigator's Badge.

According to Alla the first post on the website about the quest was on Jun 28th 2001 aka 6-7ish months after the launch of Velious which can make sense since there was apparently a monthly patch for June on June 27th 2001 so it was probably introduced on that date
