same issue as all of the above posters on my warrior. i typically can only keep one weapon skill close to the max as i level up. and during a hell level i can sometimes get a second weapon skill close to caught up.

this is limited to weapon skills though. the other combat skills like offense, defense, dual weild, etc.. all seem to skill up fairly quickly. it is just the weapon skills that take an absurd amount of time to go up.
