Ahh yes that is how they fill up, you're right. I wonder if that means that we're incorrect about how food and items get eaten inside backpacks, too. I do believe that here, that's exactly what happens:

I recall this order on Live, within bags. Should be the same rule that dictates Arrow, Dagger, Bandage consumption.
