Woodsman's is the best DPS until probably epics and VP weapons. It might even out-damage epics if you have 40% haste from somewhere else, but if you only had say 27% from RBG then epic off-hand and epic/VP main-hand would be better.

The RBG is null in this scenario, with the 40% epic in offhand.

He's saying woodsmans + 40% haste (from a non-epic source) might be competitive with epics for damage, but that woodsmans + 27% would not be.
