Corpse camping is shitty, but after sending a tell asking if you can loot and scoot you are still denied, just log out for awhile. Yeah, they're impeding you're playing of the game on a character of your choosing, but what can you do but report them being an asshat and move on?

Now, if you sent that tell and they say "sure, come on and get it" and then butcher you anyway... that's just plain fucked up.

I thought the arena was only PvP in the middle of the actual arena, and that the entire zone was NOT PvP (ie right when you zone in on the rim)

^^ This is correct. pvp didn't flag until you passed the inner ring. They probably would have still camped them, but it would at least be possible to get their corpses.
