And this has been covered in a detailed explanation since on the mechanics of hide pulling. This works in any zone, and you can log on to test it yourself. This very thread discusses the mechanics of hide pulling.

This is how it worked on live as well. We did this on my own server of Prexus. Keepers of the Faith, Unity, and Stasis all used Shadow Knights with circlets of shadows to do something similar to what is done now. The end result is a solo pulled dragon anywhere in the zone. The current technique is simply more refined.

Further, the time stamp on the GM post in your link is before the link I posted explaining that TMO is not considered to have exploited. I again ask, why are you ignoring the newer, hence more authoritative, post in favor of an older one.
