I started an ench 2 days ago, took her to 5 in Nektulos, went to ec, and almost immediately met a high lvl who has a lvl 5 alt to duo with. Same thing with my bard. Just sayin'. I love soloing so I guess low pop doesn't bother me, and I figure by the time I am high lvl, I will have made enough friends to find groups/partners, or a guild.
