In the beginning the lower numbers are what the heal spells did. Over the years Sony has raised the numbers to help with healing Tanks with a lot more HP due to better gear with each expansion. They have even lowered the levels you get them on live to help out.

Makes sense. Remember that grouping was getting harder so they had to give new players a boost. I wish they could have given a boost a bit differently to preserve more of the content. If they could find a way to make all of the content work together rather than against itself, then newer zones wouldn't be having to kill old zones. They just made it very linear so that new zones almost always offered better sh**.

It's kind of like having two spell lines that augment each other rather than replace each other. If you do it right, players shouldn't have to work any more or less to min/max their character fully.

It's a case of the right hand not knowing what the left hand is doing.
