I snap quit on day 2 due to blatant and obvious SEQ use from a guild which has, apparently, since been banned.

Looking for honest opinions from active players: is the server mostly clean these days?

Thinking about coming back. Not going to bother if it's still a cheat-fest.

Holocaust caught cheating on nagafen, publicly. No one is banned.

Nihilum suspected of it, and hinted at by GMs and devs as doing so, most likely true too. No one is banned.

Lots of exploiting and general cheating going around.

Well thats not entirely true or fair.

Nihilum cheated also thats why their dragon loot is being taken away.

They do bust people using macro quest. They have a harder time busting people using "exploits" or their knowledge of messed up parts of the game.
