As someone who will take what he can get? Rogean gave our side quite a bit looking into the whole Vox ordeal. The community even got a fun little meme out of it. I'd be up shit's creek for the Vox kill info without the Emperor's investigation.
As far as decision wise... if what Rogean says has happened? He's delivered in my book.
Hopefully, and probably, if someone gets caught again they get the chopping block.
