Test server is down at the moment but here is what I see setup in the current live database for the slow spell:

Tome of Endless Enchantments
Velishoul's Tome Pg. 8
Velishoul's Tome Pg. 9
Returns: Spell: Tepid Deeds

Also confirmed: http://www.crys.org/everquest/spells/researchenc.asp
