Let me preface this with I do not personally like global chat.. But here is an option that might work...

To use global chat You cannot be roleplaying or talk shit with /anon. So in order to read or speak in Global chat aka Red Chat your class level and zone are displayed on /who, you are flagged killable to anyone else with Red Chat on, to flag yourself, hail a POD and get a red or blue book ( on/off) and turn it in... So flaggin and unflagging will require a trip to a town. And as for yellow text... The message should reveal the loser's level and guild and group or ungrouped status along with the winners class,level, group and guild status along with zone.. That way if someone creates some good old YT it is put in context, allows others to find pvp, and is pretty obvious to the rest of the server if a player only farms lowbies or might actually have some skill... And as far as red, chat players should be able talk 3 times in an EQ day for auc, lfg, or to talk shit players choice.... If you die to pvp you are silenced for the next 72 RL Minutes and the winner of YT gets an extra broadcast for that eq day. Maybe also creat a 1-9 and 10-20 channel for grouping/ starting out..
pretty cool idea.. but this would require too much coding time most likely.. idk for sure but seems like it
