I think the server has been fairly active in my 27 levels. There is almost always an active XP group in Crushbone, Oasis, Upper Guk, and Unrest. If you were to play a non soloing character, you would be limited to going to these zones. As far as server needs, it's fairly well spread out on the classes. If you play a Warrior, you will inevitably think the server is short on healers. But if you play a healer, you will think the server is short on tanks.
