Some left after Kunark was gone through.
I'll say it again since it's the last expansion.
It will be gone through extremely quickly, there won't be another expansion coming up for the ones that go through it the fastest to look forward to.
For them the challenge in the game will be done.

I'm mostly interested in Velious factions. Can any class/race jump in Kael with Rallos Zek deity? Have a vague memory of GnomeWar doing so, but not sure.

This is correct, this is why we had level 1 Ogres camped in Kael to spot bosses for us.

Ogres are still KoS to Statue/Idol of Rallos Zek/Avatar of War, King Tormax (and I believe most, if not all, of his guards), but I think Vindi was not KoS? Iirc it was Kromrif/Kromzek faction was Dubious and King Tormax faction was still KoS.

The thing about Velious is that it adds a metric ton of raid content and that's what people who spend significant amount of time playing want to do. You don't end up with situations where nobody else can do ANY raid content at all because what little there is is taken by the top two guilds every time.
