Halfling guards. Starting at 29 with the tower guards root rotting and as you get more comfortable you can add the other single pulls. Watch put for the level 40 guard.
Once you hit 34 and get a pet it's smooth sailing, easily some of the best exp and money at that level with 10pp+ a mob. If you do the bandage noob quest you can actually vendor as evil outside without messing up any faction. The hardest thing is splitting the 3 pull in the arch post 34 but definitely doable. 6 min respawn so it's fast paced and the xp flies up till 36 or 38
