If you are trying to get withered leather, the best place to do it is in the undead tower.
The tunic drops from Dartain the Lost who is a 36 hour static spawn in the basement behind a locked door (rock). Some of the pieces (leggings, wristbands, boots) drop from named mobs which can spawn anywhere in the tower, and some of the pieces drop randomly from undead trash (sleeves). Bejewled elemental does not drop withered leather sleeves. Withered leather only drops from undead.
