Yes, if you root the mob it will take full damage from the DoT while rooted.

Also, if it is fleeing due to low hps (or feared) it will take full damage from the DoT as well.

Of course this is for DoTs only, if you snare a mob and start running away from it nuking it, it'll take full damage from the nukes regardless.
