Use a level 1 in city zone, that's what the protection is for.

Server has been bugged so that other people can enable it for you if you're outside of range. Level 7 rogue outside Kaladim and 50 mage wants to kill him for no apparent reason other than to cause grief? Toss him a DS and suddenly he's flagged. Code was working the wrong way before.
