uv lights, like blacklights? won't do a thing for growing cannabis.
12 hour timers (with the correct lights) will put your plants directly into flowering, with no time to grow.

tanning bed lights, at best, would only be sufficient for vegetative growth. flowering needs something in the range of 2200K to get anything worth harvesting.
