depends what you need help with and if a guide/GM is on. I got help within a few hours the other day, but it was a simple matter.

It depends on time of day, level of urgency, and how clearly you communicate the situation.

Posting about it on the forums does not speed things up.

The last time I petitioned during primetime, it was less than 20 minutes.

Normally I get a fairly quick response on a /petition. However when making a post in the petition forum for the first time, I've gone over 2 weeks without a response.
