You want Kunark, open spaces, not too great a mob density and white/yellow mobs at 28. A little tough to find maybe. Multiple places will fit your requirements if you are willing to do blues but your whole premise is that you want whites and yellows.
I'd say Frontier Mountains but mob density is high and spaces that are truly open is low. Your best bet is Overthere I think. Yes you need to leave the WW zone area and try moving in the direction of the FM or SF zone lines. You MIGHT fight some whites and yellows though you will also surely find reds.
In the old world, you might try the giant skellies in Rathe Mtns or stay in SK and fight Gnolls, Centaurs and the occasional Avo. Most of these will be blue but some will con white and yellow.
My Advice to you is stick it out in SK/Rathe Mtns till 31, then do Overthere till 35, then come back to Rathe mtns and kill HGs for cash.
