I've had this problem as well with another player where he couldn't see me trying to mez him, and no matter how many times I tried mezing him, he kept on running. It was like he was immune to my spells, even though none of my spells were resisting. Right afterwards he got jumped by 2 enchanters which were capable of mezing him successfully.

I was able to mez the two enchanters during the fight.
