Debatable. Puppies can't really be trained so they are equally useless at that stage in their life. However considering puppies grow up to be majestic lifesaving personable ballers, while cats grow up to be surly little useless poop machines, I argue the contrast between puppy and full-grown dog makes the puppy more kawaii.
