He must have only qualified for the food stamp portion of EBT. There is also a cash side where your welfare check will go to. You can buy liquor, cigs, etc on the cash side. Heck people can even get cash back at a grocery store, take it to a casino and gamble it away from the welfare side of the card since Arnie passed the law that you can't use the card at casinos, tattoo parlors, and cruise lines. Pretty funny (or sad) to think that tax dollars can be spent that way.
