Quest Issue: Sap Sheen staff -- Research Required -- Proc or Click?

the only person to have posted that they have the staff and have done the quest

bascially no one ever did the quest because its two EXTREMELY rare items for a proc? no one would ever do that...that post was may 1st 2001...
