Who will be going from Blue99 to Red99?

Is there 'official word' that there's even going to be a Red server?

We have a couple devs that say it is almost complete and is happening.
Unfortunatly the only thing Rogean has said really seems to be about pvp rules. No promises made about server release. He has also said that in IRC he talks about updates. So pretty sure one is coming. Just not sure when.
