So I don't pay much attention to server drama, but I was curious about the whole Uthgaard thing. This is my understanding of the situation.

Some person was supposedly testing in VP to get info ahead of time to give TR an advantage. Nevermind that this info is 10 years old and can be found in any one of a hundred places on the internet. This would really only affect 2 guilds currently, and most of us don't give a shit about their petty drama. So Uthgaard calls this person out, with or without real evidence, but in the wrong place. He makes it public instead of keeping it between the server owners. He gets called out on this bs, and rage quits because of perceived favoritism on an issue that the vast majority of the server doesn't care about. Do I have this pretty much correct?
to answer your question. No you don't.

VP of ~10yrs ago will not =/= VP on p99.

Having the p99 VP copy would vastly benefit a guild over having an exact copy of the VP build that was on live back when it was first released.

Some people tend to forget how much is different on p99 as opposed to live "back in the day"

Ah, so they're making VP different here to be more challenging or something?

every time they release anything, there are bugs that are different. Pathing bugs, mobs not using certain abilities/raid target los issues and so forth.

Things that take time to learn and find out. However, if you have all that and have been playing with it for week/s before the actual release of VP. You have a great leg up and don't have to worry about reporting it until your competition becomes aware.

Only some times will they change things on purpose to make the game more challenging. I won't go into why these things get changed tho, most already know.
