Yes, it is true!

I forgot to do that on my wood elf ranger and ended up getting ported to EC right after making her. I had zero skill-ups in Sense Heading until I went back to Kelethin at level 9 to get spells and was able to spend a training point for it. [You must be logged in to view images.
