This seems to work fine for me? I purchased a bandage from the vendor in North Qeynos, and handed 1 Bandage and 1 Bog Juice to Tonmerk while I had rabies and he cured it from me.

Going to move to resolved. If people have issues with this quest, feel free to post it again.
