Can I do the petition and simply provide the names of the members? No
What is the number of people required? Five people.
Can I create the petition here on the forum? No.

With how small the server is it might be a bad idea to make too many guilds. People tend to stick with their guild and not group up with people from other guilds, especially when they have something to lose. Being all tribal and loyal to your guild is good, but maybe not at this point when we -all- need to be helping new players.
