If you had a scenario where you didn't have any PNP from launch because EQ didn't have one for several months post-launch, you'd have a ton of people who would just make the experience absolutely miserable for others. Intentional trains, kill stealing, camp stealing, scamming in trades, etc. would all be quite common.

The server would end up being low pop until the PNP turned on, which would be disappointing and rob people of getting to experience the fresh server from day 1.

There was no formalised universal PnP. True. However, GMs and Guides had the power to informally enforce sociable play. Without the regulation of the formal pnp the staff actually had greater unrestricted power to enforce desirable behaviour as they saw fit.

This is true. I was CSR on live in the classic era and it was basically server by server. There was a private site for people to submit their CSR shift logs and it had discussion forums where people would share how they'd been handling certain disputes on their server.

But it was totally dependent on who covered your server. Some GMs had different opinions on the degree of punishment for something, or whether there should even be a punishment for certain things.

I think the inability to enforce the Boxing rules unless folks are being super obvious about it allows for camps like SF to be exploited. I find it very hard to believe that folks would do nothing else on the server but just sit there. If they are selling, the money has to go to something. Follow the money, see who the banker is, see where the plat is going to, etc. Follow the money and find who the other box(s) are.

I mean maybe,but ive had some dealings with grimshc and I really doubt hes competent enough to pull that off
I mean he makes up fake rules for himself regarding some nonsense hard-core playstyle and then doesnt even follow them
Pretty sure justly a massive sweatlord rather than a cheater/rmter.
And I say this as someone who genuinely dislikes them

It wasn't "several months", it was an entire year.

Nobody said scamming in trades would be allowed. But "kill stealing" is simply competition. If you cant win a spawn with DPS (there are also other ways to code it so that it's not just DPS that determines who wins the loot), then you go somewhere else. It's much better than the current setup. Nobody can get anything valuable right now anyway by playing the game normally. When fighting for things is allowed you can log on, get a group of people, and go contest content.

But that's all totally aside from the actual classic PNP, which p99 does not have. Spawns were mandated to be shared with classic PNP. Never in the game's history ever was it to allowed for someone to own a spawn.

No it wasn't. Fighting for spawns was allowed per the company policy. If any GM went against that and abused power you could directly call the support number and report them.
