The only time this happpened to me was using an old version of the Duxa installer. Have you tried deleting your character's UI file?

Soandso_P1999Green.ini (etc)

If something has changed the art for your spell files I'm not sure how you get the originals back short of reinstalling p99.

You're not sharing your P99 install with another EQemu server are you?

I think you mean the spell icons/gems.

the "Spells" tga file is specific to the icons in your Spellbook
the "Gems" tga file is specific to the icons in your Hotbars
