I'm in Oasis, fear kiting on my necro, on Blue. Half the time I cast on a caiman/ crocodile that is underwater, while I'm underwater, I get the message you can't see your target from here. Yet, I have a clear unobstructed view of the mob.
I get that that message appears if I'm out of the water, but this shouldn't be happening while I'm underwater with the mob.

This isn't just oasis, happens everywhere with water and land mixed.

i've noticed when a mob is fleeing (Below 20% HP) for some time it will disappear out of sight(no where to be found) but it is still in casting range because i can cast, but low and behold "You can't see your target from here"
So the mob is clipping/ i.e. wall_hax/hiding underground.. eventually it will come back to it's spawn point though after a while

when a mob is fleeing underwater there seems to be no way to hit it with any spells anymore, even if it's hitting you or you can melee it
like for me this bug happens 100% of the time a mob is fleeing and it doesn't matter where I am -- fully underwater, standing knee deep, levving over the water

Try casting on it from outside of water. I think the game sometimes believes the mob is out of water.

Mob is either in the water or out but sometimes seems to be somewhere between making it hard to cast. Water blocks casting same reason firewall in place of fear is used as a LOS block. I assume that was the same in classic?
