wise would have been to permaban ALL for the good of the community

lenient decision...
it was a lenient decision on the staffs part to give people a second chance
for those that used MQ to just spot spawns or use scripts that didnt involve other parties. lenient in giving them a second chance to stop using any feature or next time they are caught they get permabanned.
lenient even for the users that used it for personal gain or for guild progressiveness which these people imo (and im sure others) is to much leniency.

the wise decision was overlooked for the sake of second chance
if you use MQ2 you now know your chances of being caught have just escalated.
