Nilbog, this fix process rate of weapon effects coming from mainhand delay as well?
Not sure what you mean by this. If it's not on my list above, it is likely not covered.

When firing a bow with a proc, it will use the weapon delay of the mainhand weapon to determine the chance of firing that proc.

Please see the video link below where a shadow knight with the wuoshi dropped Skydarkener, will proc basically every other shot, while using a weighted axe.

This is a different system, and would be better as a new bug report. I can look at it since it's archery related while all this is familiar to me.
