shouldn't we get at least a partial refund on any insurance policy if it's not utilized in a given period of time?

Is it even legal for federal/state governments to mandate a requirement for citizens to do business with for profit companies and use tax dollars in the form of law enforcement to pursue legal action against individuals that attempt to not enrich multiple billion dollar for-profit "insurance" companies.
