Missing dialogue and cures at the temple of Marr

Celsar Vestagon says 'May the Truthbringer guide your path. I am Celsar Vestagon. Upholder of the faith. Cleric of Mithaniel Marr. I ask that you do not swim within the waters of the Hall of Truth. They are the home of the [Marr Minnow].

You say, 'What Marr Minnow?'

Celsar Vestagon says 'The Marr Minnow is unique to the Hall of Truth. It is a beautiful fish. Unfortunately, as of late, reports of piranha have been heard. Due to greater concerns, I must look for assistance from noble clerics who wish to help Marr and [eradicate the piranha].

I can't find any other source of Celsar having the last sentence on hail (I ask that you do not swim within the waters of the Hall of Truth. They are the home of the [Marr Minnow].) But, I don't know how players would otherwise know to talk to him about minnows. Is it perhaps linked to a different hail text depending on faction?

For this easy quest you need to go to the temple of Marr in North Freeport. Go up two flights of stairs and look for a man in leather armor standing on the platform right next to stairs leading to other side of temple. Hail him and he will talk about the Minnow of the Hall of Truth. He then asks that you get 4 dead piranha and put them in a bag he gives you and then combine it. You need to go to the Hall of Truth's little pond and look for the piranha. They spawn usual in pairs of two next to the brindge on the left hand side leading into the Hall. Either you can wait to get the piranha or go and ask someone ofr them or buy them from vendors. Once you have 4 and have combined them you will get a bag of Piranha. Take the bag back to the guy who gave you the quest(His name slips me for the moment). He will give you a few copper and some exp and faction.

This quest will only be given to players below level 9. A priest named Celsar Vestagon in the Temple of Marr is concerned with the danger to the Marr Minnow posed by the piranha. He wants you to go collect some for him and put them in a box. Go kill piranha in the pond by the Hall of Truth and fill the box. Combine it and return it to the priest for experience, increased faction with Priests of Marr and an item.

Is there evidence of him lacking the final hail sentences prior to the freeport revamp?
