What makes twinking a caster "great"

I guess it was added post kunark or the rod of annihilation would have never made any sense? I get now why the velium crystal staff is worth that much. Only real viable early options for casters would be sarnak backstabber/di'zok scepter of authority.

PWC and deathbringer also sucks until 20 for priests. GCM is pretty much your best bet for a starter on a budget.

Indeed. Guard Captain Mallet is the way to go from 1-20 on a priest on a budget. Then Poison Wind Censor from at least 20-29. 30-39 Granite Face Grinder (if you are a Shaman) is a very slight upgrade ratio-wise, and it has 10 STR/WIS. Finally 40+ you'd want Herbalist's Spade, unless you didn't want the root proc. But 40+ is when melee starts to get worse for priests, so it may not be worth the money to buy a spade.

Rod of Annihilation is a weird weapon. Not really sure what it's intent was. Perhaps they were debating damage caps internally, and wanted to remove it on the off chance they did improve caster damage caps in a future patch.
