Sometimes its nothing to do with your end or your ISP. If theres a problem at one of the hubs traffic is going through then you'll see these kinds of problems. Since the EQ client is UDP, it does not handle pocket loss very well (doesnt verify packets are received or resend). This causes blank server lists and crashing when loading/zoning

Heres a Tracert example of a problem like this. Lots of packet issues here. This is where you'll see a Hotspot or a VPN "fix" the issue when it can re-route traffic and bypass the problem area. This is usually only temporary until that location resolves their problems
