Looking at the screenshot this looks like the default UI. If you want to try the Velious UI, you can do /load in game and change to it and see if you like it better.
Heres how you would edit the colors of the buttons. You'll need to open/edit the EQUI_HotButtonWnd.xml file located in the UI folder, which for default would be in EverQuest\uifiles\default Each button has a color code so you'll have to do this for all 10 buttons. Default UI colors are set to 0/0/0 which is black. You can change them to 255/255/255 if you want them to be white. Heres an example of what you are looking for [You must be logged in to view images.
