Great research; thanks for the assist.

I think the only remaining question is when this item was introduced?

I would imagine its September 2000, or sometime between the reports from 03/01.

Do you mean the metal bits combine recipe? Or small piece of high quality ore?

It has to be Sep2000 or Nov2000

Halfling Cultural tailoring was added in a Nov 15, 2000 patch.

November 15:

As of about an hour after the servers came back up today, I can tell you that: a) wood elves have mithril leather recipes now, but not only is the book bugged on the servers (Yakatizma provided the details until that can be fixed), but also the recipe for the fier'dal sewing kit is also bugged; b) halflings have cultural leathers as well, but we've not figured out all parts of the recipes yet; c) trivials for fine steel have changed and we don't know new numbers yet (there was a difference in trivials for the various sizes before this patch); d) I've heard nothing on any of the reported new ring combinations or the ornate chain. Updates will be provided as we get them.
However, there was an issue with the combine of the Vale Sewing Kit initially:

11/22 いまだBroken、文化別裁縫

昨日の11時間パッチで修正されるかと見られていた文化別裁縫ですが、
Piece of HQ oreがドロップするようになりHQ bitsが作れるようになったものの
Vale sewing kit(HFL用裁縫箱)のレシピどおりに作ってもやはりSmall sewing kitが出来上がるとか。
またWood elfの裁縫箱レシピも直っていないようです。 *sigh*

Google Translate:
11/22 Still Broken, Cultural Sewing

It was expected to be fixed in yesterday's 11-hour patch. Although Piece of HQ ore has been dropped and HQ bits can be made, Even if you make it according to the recipe of the Vale sewing kit (sewing box for HFL), you will still get a small sewing kit. Also, Wood elf's sewing box recipe doesn't seem to have been fixed. *sigh* -fromEQ Traders corner BBS
This at least confirms that the pieces of ore were in by Nov 22, and it seems the Vale Sewing Kit recipe was sorted by Dec 5:

According to the BBS of EQ Traders corner, this patch fixes the recipes for each of the Wood Elf Halfling's sewing boxes.

Comments on Allakhazam's Blacksmithing page date back to before the Sep 2000 tradeskill patch. There's a lot of discussion about the various new combines and sources of bricks of HQ ore, but I didn't see mention of Runnyeye or pieces/bits of HQ ore prior to the November patch. I searched pages 47-27; here are several comments that stood out:

Leather of the Vale

Here's the scoop! The halfling cultural armor is up, and usable! I had my doubts, but I went to RV, and found a book titled "Leather of the Vale". You need HQ metal bits, a thimble mold, and a needle mold, combined in the Vale forge, which is behind where the bard and Deputy are, by the Inn. The rest, you'll have to get the book to see, but it looks as if we're going to be Tailoring armor, not smithing it.

P.S. Misty acorns are needed for these suits of armor. You can find them on the ground, beyond the wall in Misty thicket.

High Quality Ores

Here is where you get High Quality Ores. This doesn't address HQ BITS... sigh

HQ ore shows up all the times in Halas and everfrost vendors. I suspect mobs in permafrost are dropping them. Vendors are selling them for quite a bit.

Book: Vail leather

I read the book, vail leather, there are still some mysteries, but the book is very plain and complete as to what is new. The new blacksmithing recipe is the halfling specific vale sewing kit, that is made in the halfling specific vale forge that is ouside the Inn just north of the cave to Misty Thicket.

Sewing Kite (made in Vale Forge): High Quality metal bit, needle mold, thimble mold, and flask of water. (will need to search for HQ metal bit! High Hold Keep vendor will be good starting place, hard to believe it is just a dropped item like other HQ ores that are in permafrost).

Note that no recipies have been found for smithing metal halfling armors, only leather. Also of note, in order to make the Halfling Sewing kit needed to make the Vale Leather Armor you need a HQ metal BIT.. look at your recipies for bits.. 2small 'pieces' + water... No small pieces of HQ ore exist nor do HQ bits. So the halfling leather can't even be made, until one or both of these items are found.

Seeking Info on HQ BITS or HQ small pieces
Nov 23 2000 at 12:02 PM

The Vale leather needs to be made with a HQ metal bit. Well as far as I know no such thing exist in game. Nor does HQ small pieces, with wich to make HQ metal bits. So the /loc,mob, or merchant info regarding this would be appreciated. NOTE small 'pieces' are not small 'bricks' or 'blocks'.

LOL, were smiths, we know what pieces and bits are.. cant get skill much past double digits without seeing about 1000 more of these things than one would care too.

Ive read about the plight of the halfling tailors, to my knowledge, and ive spent some time collecting HQ ore, this is NOT dropping right now. Only HQ drop area i havent been to lately is runneyeye, maybe worth a check but i doubt it. I have a gut feeling verant will either put them on a vendor, or on newbie goblin types near HQ drops, like welps in Misty Thicket, or fire gobs in Lavastorm.. just my opinion though.

hq metal bits vs metal bits

HQ stands for High Quality.

A HQ metal bit is totally different than a metal bit, and recipe is unknown.

One would guess it would take 2 hq pieces of ore and water, but that would just be guesswork, and no one has found hq pieces of ore.

Now as to metal BLOCKS, and flask of water...
did you mean to say this is recipe for hq metal bits? try it! but only halfling smiths can use the things, to make a vale sewing kit, which is broken, and unusable, because it has too few slots to make anything with.

I need small pieces of HQ ore. And I haven't found anyone that sells that. I've only found small and large blocks of HQ ore.

Has vale sewing kit been debugged yet?

Last I knew, the recipe yielded a slot slot kit, and all halfling recipies need more slots than that for tailoring. I should check the tailoring discussion group.

Just checked, it has been debugged.
The small bits of HQ ore are available off Gobs in Runnyeye

Pending update:

-[Nov2000] Small pieces of high-quality ore may drop from certain goblins in Runnyeye until the zone's revamp. After the revamp, they may drop from goblin janitor.

There is an existing smithing recipe for 3x small piece of high quality ore + 1x water flask = 1 small brick of high quality ore. Is this valid?

That appears to be an out of era recipe.

Compare:
EQTraders - Basic Metalworking (last updated 25 November 2001) vs EQTraders - Basic Metalworking (last updated 5 August 2002)

Likely added with the smithing updates in June 5, 2002:
Quote:
Tradeskills:

* Made some changes to the General Blacksmithing difficulties to make the progression in this trade skill more logical and to allow for more variety in that path.
* Added more than 200 smithing recipes.
* Enchanted Clay is now stackable.
* Sheet of Fiery Metal, Essence of Fire, Imp Blood, and Fiery Temper are now stackable.
* Enchanted HQ Ore can now be worked into rings, jointing, sheets, bricks, and blocks in a standard forge.
