I mean yeah you *can* get lucky, but the spawn point has a ~6% chance for the pop to be AC. Every time I've done it, it was between 6-8 hours. The camp is stupid and so is anyone that expects everyone on the wait list to stay there for 8 hours waiting for the people on the list prior to them to get theirs.
