Given that criteria a Gnome Cleric with haste arms, 41% worn haste and a beast weapon vs undead eg Engraved Di`Zok Deathbringer? Hells yeah.
Edit: A thought. OMG haste doesnt inceease procs. So a slower weapon and intermitant undead DD casts would yield better results? Fuck this stupid game. | ||

In the case of these weapons, one is twice the DD so while a nauseating approach it’s technically your most efficient way to damage a rooted NPC vs taking damage.
