I bought Everquest at the kunark expansion and I believe and remember having the ability to have a second third and forth hot bar.

AFAIK there are multiple hot bars that can be scrolled through but only 1 visible at a time. I use the stock Velious UI, its possible people are using other UIs to circumvent this and have multiple hot bars visible.
